What is the Operational Programme ‘Competitiveness’ and how is it funded?
It is one of 24 programmes under the Community Support Framework 2000-2006. It is co-financed by the European Regional Development Fund (ERDF), the European Social Fund (ESF), the Greek ministry of Development, and private sources.
Will the Programme extend funds to all sectors of the Greek economy?
Funds will be available for both natural entities and businesses, which belong to the following sectors of manufacturing, services, research and technology, tourism, energy and natural resources.
Do the O.P. programmes concern only specific geographical regions, or the entire country?
There are no geographical limits; the programmes concern all of Greece.
Is the O.P. available to natural entities only, or also to legal entities?
The O.P. programmes are addressed to individuals as well as legal entities; this is determined in the requirements for each programme.
Can O.P. funds be used to establish a business, or are they only available to existing businesses?
The Programme has funds for both categories. An investor can participate in the programmes to set up a business or to improve an existing business through new investments.
Can investments be applied outside Greek territory or abroad?
No, the investments must be applied within Greece.
Does the O.P. ‘Competitiveness’ extend loans to SMEs?
The Programme does not extend loans, but it does make access to finance easier for SMEs through the Small and Micro Enterprise Loan Guarantee Fund (TEMPME SA). The Fund guarantees part of the loans offered to SMEs by the country’s finance agencies, and can help both existing and recently established SMEs.
Can Programme funds be used to hire staff?
Funds may be used to hire research staff, to upgrade existing research staff, and to establish suitable conditions for creating new jobs through the investments funded.
Are there funding programmes for specific population groups (differently abled persons, women, etc.)?
The O.P. includes programmes offering support specifically to youth, women, and differently abled persons, helping them set up new businesses in all sectors of the economy.
Is there any possibility of the programmes involving business start-ups by young people and women being put out to call again?
The programmes offering aid for business start-ups across Greece have now ended. Specifically, action 2.8.2 «Support for women’s entrepreneurship» Cycle IV, ended on 13/5/2005 and action 2.8.1 «Support for entrepreneurship among young people » Cycle IV, ended on 26/4/2005.
As we are now at the end of the programming period 2000-2006 it is very unlikely there will be a new call. However, the next programme, covering the programming period 2007-2013, will include actions for the creation of new businesses. No decision has been made yet as to which sectors will be eligible for aid, because the programme has only just received the European Commission’s approval.
