Community Support Framework (CSF):
The document drawn up by the European Commission, in collaboration with the Greek state represented by the Minister for National Economy, and approved by the Commission, which contains the country’s development strategy, the action priorities, the special targets of the Structural Funds and the State, and the sources of funding.
CSF Managing Authority:
Management of the CSF and execution of the mission and duties set out in article 2 of Law 2860/00 are the responsibility of the General Directorate for Regional Policy and Investment at the Ministry of National Economy (CSF Managing Authority), which has been renamed the General Directorate for Development Planning, Regional Policy and Public Investment.
The CSF Managing Authority has overall responsibility for planning and implementation of the CSF. Its purpose more specifically is to secure the legality and efficiency of the management and implementation of the CSF, and to coordinate the programming and implementation of the Operational Programmes and their Managing Authorities.
CSF Monitoring Committee:
The purpose of the CSF Monitoring Committee is to monitor the CSF for proper and efficient implementation.
CSF Payment Authority:
An special independent authority at the Greek ministry of National Economy, subject to the General Secretary for Investment and Development, set up by joint decision of the Ministers of Internal Affairs, Public Administration and Decentralisation, National Economy and Finance.
The task of the Payment Authority is to assure the flow of funding from the Structural Funds to the Operational Programmes under the CSF.
The public and private sector agencies and businesses responsible for carrying out the operations. In the case of support regimes in the sense of article 87 of the European Treaty, and in the case of aid provided by agencies appointed by the competent authorities, the Final Beneficiaries are the agencies supplying the aid.
The medium through which a priority axis is implemented, and which allows the funding of the operations.
Management Information System (MIS):
The information system operating at the Ministry of National Economy, gathering all the data concerning the CSF, the community initiatives, the Cohesion Fund, private investments, and the Public Investment Programme.
Each project or action carried out by the Final Beneficiaries under an Operational Programme.
The document submitted by the Minister for National Economy and approved by the European Commission, which contains a coherent set of priority axes designed to implement the country’s CSF or community initiative.
The basic terms that anyone involved in the implementation of the 3rd CSF would need to know are derived from Greek Law 2860/2000.
Operational Programme Managing Authority:
The management of each Operational Programme is carried out by a Managing Authority set up expressly at the appropriate Ministry or Regional Authority by joint decision of the Ministers of Internal Affairs, Public Administration and Decentralisation, National Economy and Finance, and the competent Minister in each case.
The Managing Authority of each Operational Programme is responsible for securing the proper and effective management and implementation of the Programme.
Operational Programme Monitoring Committee:
The purpose of the O.P. Monitoring Committee is to monitor the Programme for proper and efficient implementation.
A strategic priority selected in the CSF or an Operational Programme.
The document ruling the implementation of Operational Programme priority axes strategy, containing detailed information for individual measures.
Public Finance Audit Committee:
The Public Finance Audit Committee has been set up at the Ministry of Finance (General Accounting Office of the State) to carry out audits of the Managing Authorities, the Payment Authority, the Final Beneficiaries, and the operations.
